You can declare unplayable and take a drop in the bunker or play from last spot with 1 stroke penalty. This will be good if you think you will take more than 2 strokes to come out.

Yes, you can declare unplayable anytime, anywhere, it is at player's discretion to do so. Just remember to take 1 penalty stroke.
