QUESTION:
In stroke play, before playing a stroke, Cecil lifts a large stone lying next to his ball in a water hazard. The stone has obviously broken away from a nearby stone wall that is located outside the hazard. What is the ruling?

I think it is similar as stone/banana skin in bunker....

Though the wall is man-made but the stone itself is natural unless it is bricks.

ANSWER:

There is no penalty. Decision 24/6.

The stone is a movable obstruction, not a loose impediment, because it was once part of a man-made wall.
